Key decisions from deliberations
That Council confirms the decisions made on the draft Long-term Plan 2021-31:
- Confirmed that the district wide funding of water is the preferred option for the funding of water.
- Confirmed that leasing is the preferred option for the future of the CAB.
- Confirmed the decision not to construct a new museum and art gallery in this Long-term Plan.
- Confirmed the funding allocated in the draft Long-term Plan 2021-31 for the Turangi Recreation Activity Centre.
- Confirmed the funding allocated in the draft Long-term Plan 2021-31 for the rebuild of Waiora House.
That Council directs officers to make the following amendments to the draft Long-term Plan 2021-31:
- Include operational funding for addressing climate change.
- Include operational funding for enabling affordable, social, pensioner and papakainga housing.
- Include operational funding for the development of sports and recreation and arts and culture strategies and reserve management plans.
- Include additional $135,000 funding for Amplify (EGLT).
- Include $230,000 in Year 2 for Destination Lake Taupo (subject to criteria.)
- Include $30,000 operational funding in Year 1 for a scoping exercise relating to providing Motutere Point, Waitetoko and Tauranga Taupō to Council water supplies.
- Include $50,000 for scoping exercise on connecting unconnected marae to Council water supplies.
- Include $350,000 for four cubicle toilet funding at Mangakino Lake front.
- Include $10,000 for districtwide stairway assessments and design work in Year 1.
- Includes: $140,000 in LTP for earthworks and boundary fencing at Turangitukua Park.
- Include $41,000 to install heating and ventilation at the Mangakino Sports and Changing Facility.
- Mangakino Lakefront: include seal existing lakefront road $35k; lake front footpath extension $3k; Pour second ramp at existing location $122,000; New boat ramp at Rowing Club $330k New vault toilet to service boat ramp $40k.
- Include additional $25,000 for ongoing maintenance for assets not on Council land such as the Pouakani Totara Tree.
- Include $7,000 for new entrance way at Mangakino Recreation Reserve.
- Include additional $40,000 to relocate Mangakino basketball court to Council owned land.
- Including funding of $100,000 in Year 3 and $900,000 funding in Year 4 to connect Motutere Point properties to Wastewater Treatment Plant.
- Council will provide funding for appropriate mowing equipment for the Kinloch Golf Club and Mangakino Golf Club.
- Feasibility of the second bridge crossing moved forward to Year 5.
- Funding of $200,000 for additional berm car parks in the Taupo CBD.
- Funding of $25,000 (Council’s share) for Waipahihi Botanical Gardens road sealing in Year 2 and $150,000 for wastewater reticulation of the public toilets in Year 4. W
- Rephase the Taupo wastewater irrigation budget to move out by one year.
- Increase funding for monitoring of Mine Bay rock carvings $4,500. W
- Amended election funding due to district health boards no longer sharing these costs.
That Council requests officers to undertake the following actions:
- Undertake a survey in Year 1 to gauge support for connection to Council water supply at Motuoapa.
- Advocate to Central Government on the regulation of short-term accommodation providers.
That Council adopts the Fees and Charges 2021-24
That Council adopts the Rates Remission and Postponement Policy
That Council notes the submissions received on the Lake Taupō Protection Project.
