Fees and Charges
Introduction
Fees and charges ensure that those who use Council services contribute towards the costs of providing those services and facilities.
This helps reduce that cost burden falling entirely on the wider community through rates (including the people who don’t use these services). For instance, a person extending their home requires a building consent but benefits from the increased value of that home. It’s only fair that they should bear most of the cost of paying for the building consent.

The drop-down sections below highlight some of the key changes proposed to fees and charges for 2024/25.
All fees and charges shown include GST except where noted.
Landfill and district transfer stations
Broadlands Road Landfill and Tūrangi Transfer Station
A weighbridge at the Broadlands Road Resource Recovery Centre and Tūrangi Transfer Station enables charging based on weight. Load composition will be assessed upon arrival at these sites.
In 2024/25 the revenue from fees and charges are expected to cover around 74 percent of the costs of providing the landfill and district transfer station facilities. The other 26 percent will be funded by general rates.

AC Baths
Entry fees
In 2024/25 casual entry fees and membership fees are expected to cover around 30 percent of the cost of providing the AC Baths facility. The other 70 percent will be funded by general rates.

Housing for the elderly
We are also proposing an increase in rents at our housing for the elderly units, as shown in the table below. The housing stock is ageing and needs work to keep it warm, safe and suitable for the needs of the tenants.
These rents are expected to cover around 35 percent of the costs of providing this housing. The other 65 percent would be funded by general rates.
